NOTICE OF PROCEDURES FOR DEMOCRATIC PARTY 2025 NOMINATIONS
1. Candidates may be nominated for House of Delegates District 52 and for the following Lynchburg constitutional offices; Commonwealth’s Attorney, Sheriff, Treasurer, and Commissioner of Revenue.
2. For the House of Delegates, a candidate must be a registered voter in District 52, which includes all of Lynchburg and precincts 101 and 201 in Campbell County. Candidates for constitutional offices must be a registered voter in Lynchburg. Other qualifications, candidate bulletins, candidate forms, and more information are on the Virginia Elections Department Web site at: https://www.elections.virginia.gov/candidatepac-info/
3 Candidates for these nominations must file no earlier than 12:00 Noon on Monday, March 17, 2025 and no later than 5:00 PM on Thursday, April 3, 2025.
4. A complete filing package includes:
(a) A Declaration of Candidacy.
(b) The original receipt for payment of the primary filing fee.
(c) Petitions of Qualified Voters signed by at least 125 voters registered in Lynchburg, or for the House of Delegates, Campbell precincts 101 or 201, with the notarized signature of the circulator of each petition form. Petition circulators must personally witness each voter’s signature. Each form must have the “Democratic Primary” box checked and the primary date of the 17th day of June 2025 filled in. See the sample petition for more information. Your petitions do not have to be exactly like the sample. If they are not exactly like it, or if you have any other questions, please send an email to Randy Smith at randynsmith@gmail.com and to Jeff Rosner at rosner03@comcast.net, as soon as possible.
5. The forms for the Declaration of Candidacy, the Petitions of Qualified Voters, other required forms, instructions, and additional information are on the Virginia Elections Department Web site.
6. On the petitions and other notarized forms, the notary must use an inked stamp, NOT a clamp that leaves a raised impression on the paper.
7. The complete filing package must be filed in person with the Lynchburg Democratic Committee Chair, Randy Smith.
8. Candidates must contact Randy Smith by email at randynsmith@gmail.com no later than March 14 to arrange the time and location for filing in person.
9. By the time of filing, each candidate must provide his or her personal email address, the candidate campaign committee’s email address, and cell and landline phone numbers to Randy Smith.
10. Candidates are responsible for obtaining and complying with the official rules and guidance for nominations and candidacy on the Virginia Elections Department web site and for submitting those forms that go to that Department and/or to the Lynchburg General Registrar.
11. The following are not official rules or guidance. They are suggestions for candidates:
(a) File as early as possible within the March 17-April 3 window above.
(b) Obtain more than the required 125 signatures on petitions, to allow for the possibility that some of the signers might not be qualified voters. Try for 200.
(c) Petition circulators should ask each signer to CLEARLY PRINT the signer’s name, street address, and date signed.
12. Any changes to this notice will be posted at lynchburgdemocrats.org (the Web site of the Lynchburg Democratic Committee). Candidates should check this Web site for any changes before filing.
